Earlier in the stream a woman gave Duster Girl some cigs and a man walked by later looking for the woman, we couldn't really see either one. When Cheeto went live again after the attack, Duster Girl noted that the couple in the car that attacked Cheeto were those same two people. Chat is saying Duster set Cheeto up because she knew the guy just got out of jail, but she probably just knew that because she was talking to the guy's girlfriend a couple times and it was mentioned in those convos. In the attack clip you can hear the guy say something like "you put hands on her". So it's probably just an unstable dude, still in the jail mindset ("beat up anyone you suspect of doing wrong, guilty or not"), and he attacked Cheeto because he thought Cheeto was beating on Duster Girl due to her messed up face.
