Not sure about that one, maybe small towns, but our postal service in Canada works where you can mail anything -- LITERALLY ANYTHING -- within Canada and they cant open it.
If it smells like weed, for example, and they open it cause it smells like weed, they can destroy it but cant do anything more than send you an angry letter saying "Hey stop buying weed".
They have to be able to prove they knew what it was before they opened it though (such as the smell of weed) which they cant do with mush, LSD, mescaline, etc.
As far as buying it openly in shops? Youd still do time for that if the RCMP got to you, but it might be a thing in small towns, I have no idea.
