He used to use the excuse of, "oh... these clothes and items are outside of the bin, that makes them fair game for anyone", then the chat started calling him out, so he changed his excuse to the bins being illegally placed and stopped streaming himself actually taking the stuff, but he's obviously still doing it off stream.
