You would have had an extra 600k enemy troops on the western or eastern front.

Thats untrue. Yeah there have been shitty monarchs but most were decent or good, certainly a lot better then modern prime ministers and presidents.
A monarch is good at unifying a nation, its one of the reasons norway had such a large ressistance in WW2.
